Julio is the older brother of Garrett, the protagonist and narrator of the novel For my little brother. He was a former garbage scavenger on Smokey Mountain, a large landfill in Manila, and left his mother and his two brothers to join the Cobras, a street gang involved in the sale of shabu.
His age is not revealed in the novel, although it can be presumed that he is at least thirteen years old at the time of the story.
